Consultations: HSCWB Strategy and CYPP Plan 14/09/10

Health, social care and well-being (HSCWB) strategies and children and young people’s (CYPP) plans are different statutory plans.
Nevertheless the two are linked. Each local authority and each Local Health Board is under a statutory duty to jointly formulate and implement a health, social care and well-being strategy for the public in the local authority’s area. Each local authority is under a statutory duty to publish a children and young people’s plan (CYPP) setting out the authority’s strategy for discharging its functions in relation to children and young persons.
Local bodies have long expressed a desire to see the arrangements for the two plans better aligned, consolidated into a single plan or merged with the Community Strategy.
For the last round some common wording was included in the two sets of guidance but the requests for even closer alignment have persisted.
The two present draft sets of guidance aim to move further towards alignment and comments are requested in this consultation on how far this has been achieved. It is therefore important that anyone who responds considers both documents and replies to the questions with that in mind.
Health Social Care and Well Being Strategies Guidance
This guidance has been prepared to help local authorities and Local Health Boards meet their statutory duty under Section 40 of the National Health Service Wales Act 2006 to prepare a health, social care and well-being strategy for each local authority area.
Children And Young People’s Plans Interim Guidance 2011-14
This guidance has been prepared under sections 25-28 of the Children Act 2004. This requires local authorities and key partners to cooperate across the range of functions to improve well-being. It also places local authorities under a statutory duty to prepare and publish CYP Plans.
This consultation seeks the views of those who will need to respond to the guidance, in particular whether the guidance is clear and helpful.
RESPONSES
CAVS will be collating responses from Carmarthenshire, and forwarding to Wales Council for Voluntary Action (WCVA) who will be preparing a brief consultation response to WAG that supports and reiterates the thoughts of County Voluntary Councils (CVCs) across Wales.
