This document represents a consultation on the revised guidance on youth support services for young people aged 11-25 originally, issued in 2002 as Extending Entitlement.

This Guidance makes clear the requirements on local authorities under Section 123 of the Learning and Skills Act 2000 . It sets out the legal Direction and responsibilities for youth support services and makes clear the type of support and opportunities young people should expect.

The guidance also incorporates statutory guidance on new duties created under Section 40 and 43 of Learning and Skills (Wales) Measure 2009, relating to Learner Support Services and the Learning Pathway Document.
