Consultation: Framework of Services for Older People 31/03/10

The Framework of Services for Older People will help those involved in planning and developing services by providing a resource of good practice in terms of effective local services for older people and their carers.

Development of the Framework

The development of the Framework is being overseen by a Steering Group which includes a comprehensive range of stakeholders. These include representatives from the WCVA, Age Concern, Community Health Councils, Age Alliance, the UKHCA and Care Forum Wales. The methodology for developing the Framework will include meetings with a wide range of stakeholders, including service providers, older people and those organisations that represent their views.

Useful contributions

The consultation is particularly interested in gathering the following information:

  • A description of services which appear to be effective and are valued by older people and their carers
  • Examples of where services relate well to each other e.g. effective methods of sharing information, smooth transition between services, joint packages of care, etc.
  • Examples of user/carer consultation and engagement
  • Any studies undertaken seeking the views of older people about their needs, wants, anxieties together with the views of carers
  • The findings of any evaluation of the effectiveness of the services
  • A description of service costs
  • Examples of partnership working
  • Examples of successful management of change

A template is provided for contributions, to enable information to be gathered in a reasonably consistent way. Not all the questions need to be completed on the template, and additional information can be added. The information on services valued by older people is what counts.

A draft letter is also available aimed at older people which can be adapted as appropriate to seek the views of older people directly.

Focus of the Framework

The focus of the Framework will be on maintaining the independence of people living at home or in a homely environment in their community or returning to their community after receiving treatment in hospital or a short stay in residential care. Decisions to enter residential care will be based on informed and positive choice.

The Framework will provide a rich source of examples of good and valued social, housing, and community services to complement the development of NHS services in the local community. It will also complement other work such as that of Dr Chris Jones in relation to Primary and Community services, the Chronic Conditions Management Framework, the National Dementia Action Plan for Wales, the setting of standards for services by the NSF for Older People, and the Older Peoples Strategy and the Rural Health Plan together with others. Taken together, all of these strategies will contribute to an appropriate local community infrastructure to support people and help us move away from an inappropriate reliance on hospital care and premature admissions to residential care.
