Second chance for Gateway and ILM contracts 29/01/2010

WCVA’s Engagement Gateway (link to WCVA website) and Intermediate Labour Market (ILM) (link to WCVA website) schemes have re-opened their approved supplier lists – providing a second opportunity for organisations to become eligible to tender for contracts in Convergence areas.
The schemes aim to tackle economic inactivity by investing in organisations that give people facing barriers to employment the skills and opportunities to get back into work. Both Gateway and ILM were launched at the end of 2008 and are now issuing tender opportunities of up to £150,000 – and £300,000 in the case of the ILM.
The schemes aim to move different economically inactive groups towards employment through the support of contracted organisations. Organisations contracted under the Gateway will be expected to develop the skills and confidence of target groups and link progress to a ‘next step’ such as a referral to another project, volunteering, training, supported or non-supported employment. The ILM scheme requires organisations to offer on-the-job training and support to target groups via a period of supported employment.

Mae dau o gynlluniau’r WCVA, sef y Porth Ymgysylltu a‘r Farchnad Lafur Drosiannol, wedi ailagor y broses ymgeisio i gael eich cynnwys ar y rhestrau o gyflenwyr cymeradwy – gan roi cyfle arall i fudiadau gymhwyso er mwyn tendro ar gyfer contractau yn yr ardaloedd Cydgysylltu.
Nod y cynlluniau yw mynd i’r afael ag anweithgarwch economaidd drwy fuddsoddi mewn mudiadau sy’n rhoi sgiliau a chyfleoedd i’r bobl hynny sy’n wynebu rhwystrau rhag cyflogaeth er mwyn iddynt fynd yn ôl i weithio. Lansiwyd y Porth Ymgysylltu a’r Farchnad Lafur Drosiannol ddiwedd 2008 ac maent ar hyn o bryd yn cyhoeddi cyfleoedd tendro gwerth hyd at £150,000 – neu hyd at £300,000 yn achos y Farchnad Lafur Drosiannol.
Nod y cynlluniau yw symud grwpiau sy’n anweithgar yn economaidd tuag at gyflogaeth drwy gymorth mudiadau sydd dan gontract i wneud hynny. Bydd disgwyl i fudiadau sydd dan gontract y Porth Ymgysylltu feithrin sgiliau a hyder y grwpiau targed a chynnig rhyw fath o ‘gam nesaf’ er mwyn iddynt symud ymlaen, megis cyfeirio at brosiect arall, gwirfoddoli, hyfforddiant, neu gyflogaeth gyda chymorth neu heb gymorth. Mae cynllun y Farchnad Lafur Drosiannol yn mynnu bod mudiadau’n cynnig cymorth a hyfforddiant mewn swydd i’r grwpiau targed drwy gyfrwng cyfnod o gyflogaeth gyda chymorth.
