In Safe Hands ~ the revised guidance

The Welsh Assembly Government has published revised guidance which strengthens arrangements to protect and safeguard vulnerable adults.

The statutory guidance – ‘In Safe Hands’ – has been updated following public consultation.

It clarifies the role of the Care and Social Services Inspectorate Wales (CSSIW) in regulating care homes and reviewing local authority performance across Wales.

Deputy Minister for Social Services, Gwenda Thomas, said:

“This updated guidance strengthens our commitment to protecting and safeguarding vulnerable adults and follows on from the guidance we issued in May regarding escalating concerns and the closure of care homes.

“We have also invested £100,000 to provide training for staff around dignity in care which will help to combat any poor practice and abuse.”

Jonathan Corbett, Acting Chief Inspector CSSIW, welcomed the new guidance and said:

“This guidance provides clarity on the role and responsibility of CSSIW in adult protection alongside that of other statutory agencies and partners.

“It covers the full range of duties of the integrated inspectorate which regulates both individual services such as care homes and reviews local authority performance across Wales. CSSIW is committed to working together with others to encourage quality services which promote and protect vulnerable adults.”

Notes

Changes have been made to the ‘In Safe Hands’ guidance to reflect the present structure and role of the Care and Social Services Inspectorate Wales (CSSIW). The new guidance reflects the expanded inspection, review and regulatory role of the integrated CSSIW formed in 2007. The key areas covered in the revised guidance are:

  • CSSIW as an organisation
  • Powers to Act
  • CSSIW’s role as local authority reviewer and regulator
  • The regional roles of CSSIW in Strategic Partnerships
  • The roles of statutory agencies in adult protection investigations in regulated services
  • CSSIW’s role in local adult protection procedures
  • Identifying specific responsibilities in individual investigations
  • The purpose and focus of the initial visit to a regulated service for CSSIW assessment and investigation, and
  • Outcome of the investigation for CSSIW.
