WCVA is inviting expressions of interest again from organisations who would like to develop and submit proposals to deliver high quality activities and opportunities for economically inactive and unemployed individuals that will result in positive outcomes for those individuals. This will be through the submission of a Pre-Qualification Questionnaire. Organisations that are already on the approved supplier list for the Competitiveness (RCE) area do not need to re-apply, unless they are applying for areas or target groups they were not approved for in the first instance.
The ILM project aims to reduce economic inactivity in East Wales by investing in organisations to provide work experience and training for people facing barriers to employment. It will contract with organisations that engage with economically inactive people, many of whom will have multiple barriers; and prepare them for employment through the use of a range of activities that build their confidence and skills to move towards sustainable employment. The ILM will encourage organisations to adhere to the principles of a work progression model, which emphasises the development of the individual, not just to equip them for today’s job, but also to provide them with the skills to compete in a ever changing labour market. All suppliers will need to demonstrate that they engage with those furthest from the labour market in order to give participants new skills and increased confidence that will enable them to become economically active, and which will also lead to greater social cohesion and sustainable development in the most disadvantaged communities in East Wales.
The ILM will invest in organisations that are able to support and develop people who have become benefit dependent and those that face other barriers to work including:
• People in receipt of incapacity benefit
• Women who want to return to work
• Black, Asian, and minority ethnic people
• People with a work limiting health condition or disability
• People over 50 years of age
The ILM will invest in organisations that provide structured and relevant work experience and individual support to target participants. Contracted organisations will be expected to deliver personal development outcomes that result in a proportion of participants consequently gaining non-supported employment and/or nationally recognised qualifications.
Our approved supplier list will be added to from organisations that successfully meet the requirements of the prequalification criteria. Invitations to tender for delivery under the ILM will only be sent to appropriate organisations on the approved supplier list.
The ILM will offer contracts for up to 24 months through the tendering process. Contracts will require organisations to provide outcomes to target participants in specific geographical areas through a period of supported employment. The ILM will issue contracts up to a maximum of £300,000. An element of match funding will be required.

Bydd yn contractio â mudiadau sy’n ymgysylltu â phobl economaidd anweithgar, sydd, yn aml, yn wynebu nifer o rwystrau; ac yn eu paratoi ar gyfer cyflogaeth drwy ddefnyddio ystod o weithgareddau sy’n magu eu hyder ac yn datblygu eu sgiliau i symud tuag at gyflogaeth gynaliadwy. Bydd y MLD yn annog mudiadau i lynu wrth egwyddorion model dilyniant gwaith, sy’n pwysleisio datblygiad unigolion i’w harfogi ar gyfer eu swyddi ar hyn o bryd, ond hefyd i roi’r sgiliau iddynt allu cystadlu mewn marchnad lafur sy’n newid yn barhaus. Bydd angen i’r holl gyflenwyr ddangos eu bod yn ymgysylltu â’r rheini sydd bellaf o’r farchnad lafur, i roi sgiliau newydd a mwy o hyder i’r cyfranogwyr i’w galluogi i ddod yn weithgar yn economaidd, gan arwain hefyd at well cydlyniad cymdeithasol a datblygiad cynaliadwy yng nghymunedau mwyaf difreintiedig Dwyrain Cymru.
Bydd y MLD yn buddsoddi mewn mudiadau sy’n gallu cefnogi a datblygu pobl sydd wedi dod yn ddibynol ar fudd-daliadau a’r rheini sy’n wynebu rhwystrau eraill rhag gweithio, gan gynnwys y canlynol:
• Pobl sy’n cael budd-dal analluogrwydd
• Menywod sy’n dymuno dychwelyd i’r gwaith
• Pobl ddu, pobl Asiaidd a phobl o leiafrifoedd ethnig
• Pobl sydd ag anabledd neu gyflwr iechyd sy’n cyfyngu ar eu gallu i weithio
• Pobl dros 50 oed
Bydd y MLD yn buddsoddi mewn muduadau sy’n darparu profiad gwaith strwythuredig a pherthnasol a chymorth unigol i gyfranogwyr targed. Bydd disgwyl i’r mudiadau sydd dan gontract sicrhau canlyniadau datblygiad personol sy’n arwain at gyflogaeth lawn a/neu gymwysterau a gydnabyddir yn genedlaethol i gyfran o gyfranogwyr.
Bydd ein rhestr o gyflenwyr cymeradwy yn cael ei ychwanegu ato gan fudiadau sy’n llwyddo i fodloni gofynion y meini prawf cyn-gymhwyso. Bydd gwahoddiadau i dendro am ddarpariaeth dan y MLD yn cael eu hanfon at fudiadau priodol sydd ar y rhestr o gyflenwyr cymeradwy yn unig. Bydd sesiynau briffio ar y holidaur cyn-gymhwyso ar gael i gyflenwyr sydd gyda diddordeb.
Bydd y MLD yn cynnig contractau hyd at 24 mis drwy broses dendro. Er mwyn ennill contractau, bydd angen i fudiadau ddarparu canlyniadau i gyfranogwyr targed mewn ardaloedd daearyddol penodol drwy gyfnod o gyflogaeth dan gymorth. Bydd y MLD yn rhoi contractau gwerth hyd at £300,000. Bydd angen elfen o arian cyfatebol.
