Description of the contract
European funded project to tackle economic inactivity and increase the sustained employment opportunities, predominately for offenders and ex-offenders.

The Newday project will operate across the Welsh Convergence area and in the prison establishments in Wales. A separate procurement programme is underway for 9 English Director of Offender Management (DOM) Regions. It will deliver against ESF Priority 2 Theme 1, extending employment opportunities and tackling economic inactifity. The activities proposed in the NOMS Cymru plan reflect the key principles of the framework in order to extend employment opportunities for disadvantaged groups. The underpinning principle is to provide added value to existing services by filling gaps and supporting offenders to access mainstream employment and skills services that currently do not reach prisoners and offenders.
NOMS Cymru will run a competitive 3 tender process to award contracts to deliver services in the Convergence area. The overall focus of the programme is skills and employment and specifically helping offender’s access mainstream learning and employment support provision upon release. The tendering process will ensure that stakeholders are informed and consulted along the way. In respect of the outcome based contracts, through a dialogue process, potential providers will have true input prior to the specification being finalised, the dialogue closed, and final tenders issued.
