Non-Officer members for NHS Local Health Boards

Members will have a key role in improving healthcare in Wales.

As part of the restructuring of the NHS in Wales, seven (7) Local Health Boards (LHBs) will be responsible for planning, designing, developing and securing the delivery of primary, community, in-hospital care services, and specialised and tertiary services for the citizens in their respective areas. Six new LHBs were established in shadow form on 1 June 2009, and together with Powys LHB, will become fully operational from 1 October 2009.

Closing date for receipt of completed application forms: 4pm Thursday 9 July 2009.

The Welsh Assembly Government is seeking to appoint eight (8) Non Officer Members for each of the LHBs for the following roles:

Five Independent Members, who together will have specialist experience and expertise in the following key areas: Legal; Finance; Capital Estates; ICT and Community knowledge and understanding.

Three further members as follows:

• Local Government – a current elected member of a Local Authority within the area of the LHB;

• Third Sector – a current member or employee of a Third Sector organisation within the area of the LHB, and

• Trade Unions – a member of a trade union recognised by NHS Wales organisations in relation to employment matters and, a current employee of an NHS organisation within the area of the LHB which, from the 1st October 2009, will form part of that LHB.

If you have Board experience in the public, private or third sector, and believe you have the skills to influence or challenge the direction of the NHS in Wales, the Welsh Assembly Government wants to hear from you. It is not essential that you have previously worked in the NHS (except for the position of Trade Union Member) but to be successful, you will need to work closely with the LHB Chair, the executive team and partner organisations.

We are particularly interested in hearing from under-represented groups such as women, disabled people and ethnic minority individuals.

LHB Non Officer Members will be appointed for up to four (4) years. The post is based on a notional commitment of a minimum of four (4) days per month, but this will be subject to organisational demands.

As a Non Officer Member you will have the satisfaction of helping to further improve the NHS in Wales and will receive remuneration as follows:

Band 4 – £15,936: Abertawe Bro Morgannwg University Local Health Board; Aneurin Bevan Local Health Board; Betsi Cadwaladr University Local Health Board and Cardiff & Vale University Local Health Board.

Band 3 – £13,344: Cwm Taf Local Health Board and Hywel Dda Local Health Board.

Band 2 – £9,360: Powys Teaching Local Health Board.

Where a Board Member is allowed time off from their current employment with pay to attend meetings of the LHB, the remuneration will not be payable. Exceptionally in some cases, the Welsh Assembly Government may agree with the employing organisation on a proportion of the remuneration being paid as recompense for the time lost by the organisation.
