An exciting opportunity has arisen in the Regional Learning Partnership (RLP) South West Wales team.

The RLP is supported through the ESF Convergence Programme. It operates across the 4 Local Authority areas of Carmarthenshire, Pembrokeshire, Neath Port Talbot and the City & County of Swansea engaging partners from Higher Education, Further Education, the Third sector and Private sector across south west Wales, and includes Ceredigion from a wider partnership perspective.

The Regional Learning Partnership South West Wales (RLPSWW) is keen to continue the development of a Regional Learning and Skills Observatory (RLSO) aimed at improving access to key data and intelligence concerning learning, skills and the labour market in South West Wales.

It is envisaged that the RLSO will be contributed to and used by those working in research, policy, forecasting, planning, and strategy in South West Wales. The RLSO will support evidence-based policy and improved decision making in the areas of regeneration and education, focusing on learning and skills, employment and economic development.

This follows on from a successful 6-month pilot project which has designed and tested methods for the co-ordinated collection and pooling of local labour market information (LMI) and the wide dissemination of easily accessible analyses and reports.

Building on the pilot project’s achievements, key features of the RLSO project include:

  • Further identification of organisations in South West Wales already active in the collection and use of LMI;
  • The creation and maintenance of networks of these organisations;
  • Further design and field-testing of information sharing agreements, protocols and procedures that will enable the pooling of information;
  • Further development of a prototype that has been developed to provide access to information and the development of effective means of dissemination.

The post will be managed by Careers Wales West on behalf of the RLP.

The vacancy is fixed term until 30 November 2012, however, applications for a secondment opportunity would also be welcome. Employees should discuss and seek permission to apply for secondment at the earliest opportunity and preferably before applying for the post.

The interview will be held on 27th September 2010 and will include a presentation to be prepared in advance. Shortlisted candidates will be contacted by mail no later than 21st September 2010 and details of the presentation topic will be given at this time.

This post is funded under the ESF Convergence Programme.

Salary in the range: £17316 – £20,449 per annum.
